The NYC Construction Embargo Calendar, and What It Does to a Crane Pick

If you have a street pick scheduled in Manhattan this month, check the date before you check anything else. A construction embargo has been running across Midtown since September 8, it does not lift until September 29, and it does something most people do not expect: it suspends permits that were already issued.

Not “no new permits.” Suspends the ones you have.

Six separate embargoes have hit New York City streets in September alone. Two are running as you read this. And the big one, the winter holiday embargo, gets its dates posted next month for a window that swallows the back half of the year.

A NYC construction embargo is not the same thing as a permit refusal, which is why it catches people who have done everything right. Here is what each one actually stops, and how to plan a lift around them.

What a construction embargo actually stops

The Department of Transportation imposes construction embargoes for parades, major special events, high profile projects and the winter holiday season. The unit that does it is OCMC, the Office of Construction Mitigation and Coordination, and the Street Works Manual is blunt about the effect. Every active permit inside the affected area is suspended for the dates and times of the embargo, and no new permits are approved unless OCMC grants a waiver.

DOT’s own notice language on each event goes further. Only emergency work may be performed, and only if you have an emergency number from DOT. Utility cover openings are restricted unless you have an emergency authorization number. Then the line that matters: any non-emergency permit issued before the notice is suspended for those dates and locations.

So the sequence people expect, where you pull your NYC DOT permit and the permit is the thing that lets you work, breaks. The permit is real. It is paid for. And on an embargoed block, on an embargoed date, it does nothing. Suspended is a third state, and it is neither revoked nor refused. That applies to every New York City Department of Transportation permit that street work runs on, and NYC DOT street opening permits are squarely inside it.

One thing it does not touch is your Department of Buildings approval. A DOB crane or derrick authorization is a separate track and an embargo does not suspend it. What gets suspended is the DOT permit that puts the machine on the street, which on a city block is the one you cannot work without.

DOT closes each notice by saying there will be strict enforcement and violators are subject to be summonsed. That is not boilerplate during General Assembly week in Midtown.

Gridlock Alert Days for the General Assembly are September 21 to 25 only. They are an advisory to drivers, not a permit action, and they are not the embargo.

Look at the middle of the month. Fashion Week, the UN General Assembly and San Gennaro all overlap, in three different parts of the city, and the Bronx 10 Mile sits on top of them in a fourth. A contractor working a Midtown East block, a Hudson Square block and a Little Italy block in the same fortnight had three separate suspensions to plan around, each with its own footprint and its own waiver request.

The UN General Assembly window is the one that reshapes a schedule. Twenty-two days. It runs from the FDR Drive between Whitehall and 42nd Street, through most of Midtown East between 34th and 60th, into the blocks around Grand Central and Rockefeller Center, up Fifth and Madison and Park, and across to a pocket of the Upper East Side between 80th and 86th. If your site is east of Sixth Avenue and south of 60th Street, assume you are in it and check the block list.

One practical warning. DOT publishes these as street-by-street block lists with a map link per event, not as one searchable citywide map you can drop an address into. There is no NYC DOT permit search that will answer “is my block embargoed” in a single query. You read the list for every event whose dates touch your window.

A DOT embargo is not a Gridlock Alert Day

These get treated as the same thing constantly, and they are not.

DOT Commissioner Mike Flynn named 20 Gridlock Alert Days for the rest of 2026 in a release on September 10. For the UN, those days are September 21 to 25. They are an advisory. They tell drivers the traffic will be terrible and suggest taking the train, and they are what most coverage of UN General Assembly street closures is actually describing.

The construction embargo for the same event runs September 8 to 29. It is a permit action with a summons attached.

Plan off the wrong one and you lose two weeks in either direction. A crew that clears September 26 because the gridlock alert days ended on the 25th is still inside the embargo. The city’s own traffic data explains why the two exist separately: average speeds in Midtown during General Assembly week drop below four miles an hour, against a normal four to six. The alert days flag the worst of it. The embargo protects the whole run.

What this does to a crane pick

Almost nothing written about embargoes mentions cranes. We checked the pages currently ranking for this topic and across roughly 2,900 words of them, the word crane does not appear once. Neither does hoist, boom truck, or lift.

Which is strange, because a street pick is one of the most embargo-exposed things a project does.

A mobile crane rental on a New York block is not just a machine. It is a curb lane or a full street closure, outriggers on the roadway, sometimes a sidewalk closed and a pedestrian route rerouted, parking suspended on both approaches, and flaggers. Every one of those is a DOT street permit. Every one of them is what a construction embargo suspends. The same is true of a boom truck rental doing a two hour roof delivery, which people assume is small enough not to count. The permit does not care how long the pick takes.

The exposure is worse than for most trades because a lift is a single day that cannot slide quietly. A masonry crew inside a building loses productivity when a street permit lapses. A crane pick loses the whole day, and with it the crane, the operator, the rigging crew, the flaggers, the delivery truck bringing the load, and whatever trade was waiting on the other end of it. Then it has to find another date, on a machine that is booked.

The order matters too. On a roof setback delivery, the pick is usually the item that unlocks the rest of the sequence. Move it two weeks and the finishing trades behind it move two weeks. Anything awkward enough to need specialty lifting is harder still to reschedule, because the equipment is scarcer.

That is part of planning the lift, and on most jobs it happens alongside a licensed master rigger rather than after the machine is booked. Anyone quoting crane rental in NYC without asking where the site is and what week you want is not doing that check.

The winter holiday embargo, and why October is the real deadline

The winter holiday embargo is the big one. It typically starts in mid-November and runs through January 2, it applies across all five boroughs, and it is aimed at keeping retail and restaurant streets clear through the shopping season.

The 2026 dates are not published yet. DOT posts the exact dates, times and locations to its Special Traffic Advisory page generally in mid-October, which is the single most useful planning fact on this subject and the one most often left out. For scale, the city’s own open data release for the last holiday embargo carried roughly 14,650 street block records.

Do not plan off last year’s dates. Half the pages you will find on this topic are still showing them, and at least one names three different years in a single sentence.

What you can plan off is the process, which is documented and has not changed since 2017. It runs inside the permit system now, so it reaches you through the NYC DOT permit application itself rather than as a separate step. Three things follow.

An application for NYC DOT street permits that touches embargoed streets within 90 days before the embargo starts triggers a warning during the application, telling you the request is subject to the upcoming embargo. Counting back from a mid-November start, that clock is already running.

If you intend to work through the embargo, the critical reasons have to go in the Work Description field of the application. Not in a separate letter, not in a phone call.

Any application including work on embargoed streets through the period is automatically charged an additional $135 review fee. And the manual says plainly that paying it does not guarantee approval.

The waiver, and what it is not

There are two waiver routes and they are not the same, which is where most of the confusion on this topic sits.

For a special event, it is an email, not a form. You write to DOT’s Office of Special Events with the event name and “waiver request” in the subject line, describe the scope and timeline of the work in detail, and attach the relevant drawings.

For the winter holiday embargo, the old waiver-request process was replaced in 2017. There is no separate form to find. The request now happens inside the permit application, through the critical reasons in the Work Description field and the automatic review fee described above.

Two things worth being clear-eyed about either way. A waiver is discretionary, so it is a request and not an application with a defined outcome. And it takes a real scope and real drawings, which means you need the lift planned before you can ask. An outfit that has not worked out where the machine sits, what it closes and for how long has nothing to put in the email.

That is the argument for doing the lift planning early rather than at the point of booking. It is also the argument against treating a construction embargo as a scheduling problem to be handled later. Later is when the waiver becomes impossible, not just difficult.

Emergency work is a genuine exemption, not a workaround. It needs an emergency number from DOT and it means an actual emergency.

What to lock in before the winter dates land

Six things to do before mid-October

  1. List every street pick you have between mid-November and January 2. Address, date, and what has to be lifted. That list is what you check against the construction embargo map the moment DOT posts it.
  2. Work out which of them genuinely cannot move. A pick that unlocks other trades is a different problem from one that can slide a week.
  3. Get the lift planned now, not in November. Scope, position, closure and duration are what a waiver request is made of, and you cannot write one without them.
  4. Check the 90-day window. Applications touching embargoed streets inside 90 days of the start already trigger the warning, so this affects filings you are making today.
  5. Budget the $135 review fee on any application that runs through the embargo, and treat approval as uncertain rather than assumed.
  6. Have a fallback date ready for each pick. Cranes get booked. The alternative date is worth holding before you need it.

Common questions

Does a construction embargo cancel a permit I already paid for?

It suspends it. DOT’s notices state that non-emergency permits issued before the notice are suspended for the embargoed dates and locations, so the permit still exists and simply does not authorize work on those days in that area. Nothing about paying for it in advance protects the date.

Is the UN General Assembly embargo the same as the Gridlock Alert Days?

No, and mixing them up is the most common planning error on this topic. The 2026 construction embargo for the General Assembly runs September 8 through September 29. The gridlock alert days for the same event are September 21 to 25. The alert days are advice to drivers. The embargo is a permit suspension with enforcement behind it.

How do I find out if my block is embargoed?

DOT publishes every current special-event construction embargo with block-level location lists, and posts the winter holiday embargo separately on its Special Traffic Advisory page. There is no single searchable map that answers it, because the lists are written street by street with a map link per event. The practical method is to read the block list for any event whose dates touch your window. When are the 2026 winter holiday embargo dates released?

DOT generally posts the exact dates, times and locations in mid-October. The window itself is predictable, typically starting mid-November and running through January 2, but the embargoed locations change year to year and are the part you cannot guess.

Can we get a waiver to do a lift during an embargo?

Sometimes. Special-event waivers go to DOT’s Office of Special Events by email with the scope, the timeline and drawings attached, and they are granted at the department’s discretion. Working around the calendar, not into it

None of this is a reason to avoid scheduling work in the fall. The city runs a construction embargo of one kind or another most months of the year, and the work still gets done. What changes the outcome is knowing which weeks are gone before the crane is booked, rather than finding out when the crew is already loaded.
